Rivers redeploys Assembly’s clerk, Deputy.

The Rivers State Government has redeployed the Clerk of the House of Assembly, Mr. Emeka Amadi, amidst the crisis rocking the house.


The Head of Rivers State Civil Service, Dr. George Nwaeke, in a circular dated 20th November removed Amadi without announcing any replacement.  


In the memo titled: “Senior Staff Posting”, Nwaeke transferred Amadi to the Scholarship Board and the Deputy Clerk and Head of Legislative Department, Mr. Calistus Ojirika, deputy Clerk and Head of Legislative Department to the Readers Project.


Also, Mr. Georgewill Otto, an Assistant Director in the Ministry of Physical Planning and Urban Development was moved to Rivers State Small Town and Rural Water Supply Agency.


The memo said that the posting was of immediate effect and further directed the affected officers to complete handover procedures to the most senior officers in their respective departments.

In a significant move towards educational revival, the Borno State Government has reopened Government Technical College and Vocational Training Center in Bama, which had been closed for over a decade due to insurgency. The Shehu of Bama, Dr. Umar Ibn Kyari Umar El-Kanemi, expressed commendation for the government's effort in reopening these educational institutions.



Commissioner of Education, Science, Technology, and Innovation, Engr. Lawan Abba Wakilbe, highlighted that in addition to reopening the two schools, the government inaugurated the Zainab Gimba Second Chance Women/Girls Entrepreneurship School. This initiative utilized facilities built by the Sustainable Development Goal (SDG) and was sponsored by Honorable Zainab Gimba, the member representing Bama, Ngala, Kala-Balge in the National Assembly.


As a demonstration of commitment to education, His Excellency Prof. Babagana Umara Zulum sent 3,000 "Back to school" items, including books, uniforms, shoes, socks, bags, and textbooks, to all school children in Bama. The package also includes free meals and bus services for the students.



Hon. Baba Mala Sunoma, the Member Representing Bama Central in the Borno State House of Assembly, and Transitional Committee Chairman of Bama LGA, Hon. Grema Terab, expressed gratitude for the government's efforts in revitalizing education in the region.


Bama Emirate Progressive Associations, represented by Audu Maaji, contributed by donating money and school items, with additional contributions from Hon. Aji Kolo Gujja, the Muttawali of Bama.

Governor Oyebanji Assures Pensioners Yet to Receive Gratuity; Monthly Payment System Explored.

In a gesture of reassurance to retirees in Ekiti state awaiting their entitlements, Governor Biodun Oyebanji has disclosed plans to explore avenues for a monthly gratuity payment system. The Governor made this announcement during a presentation ceremony where gratuity cheques totaling 150 million Naira were distributed to 74 retired Local Government workers and primary school teachers at the governor’s office in Ado Ekiti.


Recognizing the significance of timely entitlements for retirees, Governor Oyebanji assured that consultations with relevant authorities would be made to devise effective strategies for implementing the monthly payment initiative. He expressed his intention to set a flat rate of ten thousand Naira for those with meager pensions, emphasizing the government’s commitment to enhancing the well-being of retirees through thoughtful policies.


Mr. Folusho Akinwumi, the Executive Secretary of the Local Government Pension Transitional Arrangements Department, expressed appreciation for Governor Oyebanji’s commitment to ensuring a good quality of life for senior citizens. Akinwumi welcomed the governor’s proposal to augment funds for retirees, citing its positive impact on addressing challenges faced by elderly citizens in Ekiti.


Beneficiaries, including Mrs. Akintola Grace and Mr. Ojo Samuel, expressed joy at receiving their gratuity and pledged to responsibly utilize the funds. This marks the fourth occasion this year that the governor has distributed cheques to retired primary and LG staff.


Comrade Joel Akinola, the Chairman of the Nigeria Union of Pensioners in Ekiti, appreciated the governor and his team for consistently prioritizing the interests of pensioners. He urged pensioners to include the governor in their prayers and called on stakeholders in the LG to increase the monthly fund to PTAD for pensioners, deeming the current amount insufficient.


The NUP Chairman further expressed sincere gratitude, affirming Governor Oyebanji's genuine care for pensioners. He encouraged pensioners to use the funds responsibly for food and health, acknowledging the hardships they faced in the past.


Governor Oyebanji, in response, pledged to do more, promising increased monthly payments and a special Christmas largesse  for pensioners. Additionally, he announced plans to work out medical arrangements for pensioners, further demonstrating the government's commitment to the well-being of its retired citizens.

In a momentous development, President Bola Tinubu has given his assent to the Defence Industries Corporation of Nigeria (DICON) Bill, 2023. This marks a significant step forward in the evolution of Nigeria's defence capabilities.


Established on August 1, 1964, by an Act of Parliament and later revised as the DICON Act in Chapter 94 of the Laws of the Federation, 2004, the Defence Industries Corporation of Nigeria has now undergone further transformation with the enactment of the Defence Industries Corporation of Nigeria Act, 2023.


The new legislation brings several key provisions to empower the Defence Industries Corporation of Nigeria:


Operation and Maintenance: DICON is authorized to operate, maintain, and control subsidiaries and ordnance factories for the manufacturing, storage, and disposal of ordnance and ancillary stores and materials.


Defence Industry Technology, Research, and Development Institute (DITRDI): The Act establishes the DITRDI to create a robust scientific and research-based technological foundation for Nigeria's defence industry. The institute aims to leverage multidisciplinary research for commercialization and the development of new military technology and capacity.


Comprehensive Regulatory Framework: The legislation provides a comprehensive regulatory framework for the manufacturing, distribution, storage, and disposal of defence articles in Nigeria.


Financing Architecture: DICON is incentivized to develop a nuanced financing architecture, enabling private capital to facilitate research, development, and production in the defence sector transparently and predictably.


The Defence Industries Corporation of Nigeria Bill, 2023, was sponsored by Hon. Babajimi Benson, Chairman of the House of Representatives Committee on Defence, representing the APC — Ikorodu Federal Constituency.

Man To Die By Hanging Over Killing Of 7 DSS Officers In Lagos.

Justice Hakeem Oshodi of the Lagos High Court, Ikeja, on Tuesday sentenced one Clement Ododomu to death by hanging over the killing of Department of State Services, DSS, officers.


The judge also sentenced one Tiwei Monday to 16 years in a correctional centre.


Justice Oshodi said he delivered the judgement after considering the facts before the court and the demeanor of the convicts, which he termed as ‘unremorseful’.


The judge said that the allocutus by the Defence Counsel, Mr Olusegun Akande, who had on Oct. 11, prayed the court to temper justice with mercy, was replied by the Director, Department of Public Prosecutions (DPP), Dr Babajide Martins.


The News Agency of Nigeria (NAN) reports that the convicts, who are vandals, were arraigned for killing seven officers of the Department of State Services (DSS) in the Ikorodu area of the state.


Justice Oshodi said that Martins had told the court that the offences by the defendants were grave and that the court should apply the maximum sentences available.


The judge said: “The court has considered the allocutus of the defence counsel, but the position of the law is binding to us all. As noted, the first defendant was convicted on counts one, five, seven, nine and ten, while the second defendant was convicted on counts one and ten.


“This is as contained in the information filed dated January 13, 2017. The provisions of this sections of the law are as follows:


“Count I, the count convicted the first and second defendants on the count –


“This count is brought contrary to Section 233 of the Criminal Laws of Lagos State 2015, liable to a conviction of 14 years.


“On counts five and seven, the first defendant on these counts, which is contrary to Section 233 of the Criminal Laws of Lagos State, 2015, provides that any one who commits murder shall be sentenced to death.”


According to Justice Oshodi, on count nine, the first defendant is brought under Section 298 (3) of the Criminal Laws of Lagos State, 2015, hence, liable to not less than 14 years but not more than 20 years imprisonment.


Also, on count 10, both the first and second defendants were convicted under Section 410 of the Criminal Laws of Lagos State, 2015 and is liable to two years imprisonment.


According to him, the claim of the defence that the defendants were in Lagos for the funeral of their grandmother was a ruse.


Justice Oshodi held that the defence failed to provide essential witnesses to corroborate the claim.


He, however, held that prosecution was not able to prove that the second defendant was guilty of murder.


Justice Oshodi said that evidence before the court showed that it was one Agbala and the first defendant who killed the operatives.


He held that the prosecution was able to prove that the two defendants participated in the ambush of the operatives.


He, therefore, discharged and acquitted the convicts on counts two, three, four, six and eight because the prosecution was unable to prove the allegations against them.


Justice Oshodi said: “The court has observed the demeanor of the defendants and came to the conclusion that they felt no remorse with regards to the allegations they were facing.


“They informed the court that they do not understand English language, whereas, in the recording, they both were conversing in English.


“The first and second defendants are hereby sentenced to imprisonment for 14 years for count 10 and the first and second defendants are hereby sentenced to imprisonment for two years for count 9.


“The first defendant is hereby sentenced to imprisonment for 20 years. The terms of imprisonment for both defendants will run concurrently.


“For count five and seven, which the court has found the first defendant guilty, the sentence of the court upon you is that you be hanged by the neck until you be dead and may God have mercy on your soul.”


NAN reports that the Lagos State Government had submitted that DSS received a distress call from an editor of Sun newspaper (name withheld) on Sept. 14, 2015, about the kidnap of his wife at their residence.


It was said that the State Command of the DSS consequently dispatched a nine-man team to carry out surveillance to ascertain the location of the kidnappers who were negotiating for a ransom.


Prosecution added that it was reported that in the evening of that day, one of the DSS team members, Mr Martins Ajayi, sent a distress text message to the Command headquarters to the effect that the team had been ambushed by vandals and their weapons seized.


According to prosecution, the convicts committed the offences on Sept. 14, 2015, in Ishawo Creek, Ikorodu, Lagos.


The convicts were arraigned on a 10-count charge bordering on conspiracy to commit murder, murder and illegal possession of firearms, contrary to Section 223 and 298 (3) of the Criminal Law of Lagos State, 2015.

In a State House Press Release, President Bola Tinubu has given his approval for the appointment of Ambassador Desmond Akawor as a Federal Commissioner of the Revenue Mobilization, Allocation and Fiscal Commission (RMAFC). This nomination is pending confirmation by the Nigerian Senate.


Ambassador Desmond Akawor, representing Rivers State, steps into the role following the untimely passing of the previous RMAFC Federal Commissioner from Rivers State, Hon. Asondu Wenah Temple earlier this month.


Ambassador Akawor brings a wealth of experience to the position, having served the nation in various capacities, including as Nigeria's Ambassador to South Korea, Minister of State of the Federal Capital Territory (FCT), Sole Administrator of the Greater Port Harcourt Development Authority, CEO of the Niger Delta River Basin Development Authority, and Executive Director of the Nigerian Ports Authority (Engineering & Technical Services).
