President Bola Ahmed Tinubu on Tuesday, October 31, asked the Senate to screen and confirm 10 nominees for appointment as Resident Electoral Commissioners (RECs) of the Independent National Electoral Commission (INEC) for a term of five years.
Tinubu’s request was contained in a letter read by the Senate president, Godswill Akpabio at plenary.

The RECs nominees are; Etekamba Umoren (Akwa Ibom), Isah Shaka Ehimeakne (Edo), Oluwatoyin Babalola (Ekiti), Abubakar Ahmed Ma’aji (Gombe), Shehu Wahab (Kwara) and Prof. Mohammed Yelwa (Niger).

Others are Anugbum Onuoha (Rivers), Isma’ila Kaura Moyi (Zamfara), Bunmi Omoseyindemi (Lagos) and Aminu Kasimu Idris (Nasarawa).

Tinubu in his letter asked members of the red chamber to give expeditious consideration to his request.

108,000 Kogi voters won’t participate in November 11 election – REC.
It has been established that 108,000 registered voters will not vote during the November 11 governorship election in Kogi State, the Resident Electoral Commissioner for the Independent National Electoral Commission, Gabriel Longpet, has disclosed.

The figure represents the number of registered voters who did not show up during the four-week window INEC opened for the collection of Permanent Voter Cards during the last collection exercise which lasted from the September 10, to October 9, 2023.

In an exclusive interview with Arewa PUNCH in his Lokoja office, the Kogi REC further revealed that as at the close of the collection date on October 9, 2023 only 20,000 PVCs had been collected out of the outstanding 128,000 uncollected before the general election of February 2023.

Longpet disclosed, “The last day was 9th October for collection of PVCs, and we identified the number yet to be collected to be 128,000 uncollected PVCs in Kogi State. So, the Commission thought it wise to give more people the opportunity to come forward and collect theirs, since the majority of those affected were those who have requested for transfer and those who have defaced their cards.

“We have since gone through, and I am sad to say that within the period of four weeks, we are not able to distribute to people the number of PVCs we estimated because people didn’t come to collect their cards. Actually, just about 20,000 out of the 128,000 were collected during the period of the four weeks,” he noted.

Arewa PUNCH recalls that Kogi is one of the states whose Governoship election is conducted off INEC’s regular election season. The state does not conduct its elections at the same time with the general election due to an earlier political crisis which led to court injunctions that ensured that the then Governor, Alhaji Ibrahim Idris spent extra nine months in office even after the expiration of his two-term of eight years in 2011.

Before the presidential election, which held February 25,  2023, out of a total 1.65 million registered voters, only 476,038 persons voted. This means that only one in every four registered voters in the state voted in the last presidential election.

While speaking on steps being put in place to ease accessibility to flood prone areas and the riverine parts of the state for easy accessibility and movement of election materials, personnel and logistics, the REC assured that such areas like Ibaji, Kupa, Egon and others already identified would be given special consideration.

“We are talking to the Airforce and the Navy to see the possibility of making use of their Aircraft and boats for conveying both personnel and electoral materials to and from those areas,” he said.

Dr Longpet who also commented on the payment modalities for the Ad-hoc staff stressed that this category of INEC workers have been warned not to domicile their transfer account in any bank not recognised by the Central Bank of Nigeria to avoid delay in payment of their wages after the election.

“Some of those who experienced delay in the payment of their wages last time were those who used online banks that were not recognised by the CBN like ‘OPay’, ‘Palmpay’, ‘Kuda’ and other such online banks. We will not accept those banks this time around to avoid unpleasant experience of not getting paid as and when due,” he advised.

President Bola Tinubu, on Tuesday, October 31, set up a special committee that will take a look at and work on all the gaps in the nation’s legal statutes, right from 1999 till today.
Bauchi state governor, Bala Mohammed, disclosed this to journalists at the state House, Abuja, after the confirmation of the Inspector-General of Police (IGP) Kayode Egbetokun by the National Police Council.

According to Mohammed, who lauded the choice of Egbetokun as IGP, the council’s meeting and the confirmation process led to extended deliberations concerning the Nigeria Police Force.

Bala stated that the committee consists of the Minister of Police Affairs, Ibrahim Geidam, the National Security Adviser (NSA), Mallam Nuhu Ribadu, the Chairman of the Police Service Commission, Solomon Arase, and the Chairman of the Nigerian Governor’s Forum, AbdulRahman AbdulRazaq, all collaborating on a shared reform agenda to ensure the comprehensive overhaul of the Nigeria Police.

He said: “The confirmation of the IGP prompted further discussion on the Nigeria Police Force and the President has formed a special Committee to look at all the gaps in Nigeria’s 1999 constitution with a view to bring harmony and synergy, closing technology and manpower to the Nigerian Police force.

“The committee comprise of the Minister of Police Affairs, NSA, Chairman of PSC and the Chairman of the NGF to work on common on reform agenda with a view to make sure that the Nigeria Police is reformed.”

Also speaking on the confirmation of the IGP, the governor of Ogun state, Dapo Abiodun mentioned that IGP Egbetoken remarked on professionalism in the Nigerian Police Force, Community Policing and adequate funding for the Nigerian Police Force.

Abiodun disclosed that the National Police Council observed that no meaningful reforms have taken place in the Nigerian Police force since its creation in 1861.

The governor added that the newly set up committee will come up with ideas that would lead to reforms that will characterize the new Nigerian Police Force.

He added: “The newly confirmed IGP is adequately prepared, his CV is extremely rich, very experienced intellectually and practically. He also addressed us as a Council on the state of policing in Nigeria, amongst other things that he highlighted he spoke about the need for technology driven policing.

“The need for community-based policing, the need to ensure that required budgetary provision is provided for community-based policing which has been proven to be very effective”, he said.

Abiodun further revealed that the newly confirmed IGP also addressed the Council on major Police requirements, which involved technology-driven policing.

“The IGP also remarked on professionalism g the police canvassing that each police man will have endowed certain qualities and they should be encouraged to follow those qualities so that they can be encouraged to follow such qualities so that they will be professional.

“The issue of funding also came up and this committee of 4-5 will look at these issues that border on reforms. We observed that there have been no meaningful reforms since the establishment of the Nigerian Police Force.

“So we believe that with the newly set up committee they will come up with ideas that would lead to reforms that will characterize the new Nigerian Police Force.”

In attendant at the briefing were the Ministers of Police Affairs, Ibrahim Geidam and Iman Sulieman-Ibrahim, Governor of Nasarawa State, Abdullahi Sule, Governor of Ogun State, Dapo Abiodun and the Bauchi State Governor and the Chairman of the Police Service Commission, Solomon Arase.

Lagos Assembly amends Appropriation Law 2023.
Lagos State House of Assembly has amended the Appropriation Law of 2023 to authorise the re-ordering of N761,218,455,055.

The reordering was sequel to Governor Babajide Sanwo-Olu’s letter seeking authorisation of re-ordering of the 2023 Budget.

The House, at plenary yesterday, approved the reordering after Chairman of the Committee on Economic Planning and Budget, Lukman Olumoh, presented the committee’s report and recommendations, which were adopted as the House’ resolution.

At the sitting presided by the Deputy Speaker, Mojisola Meranda, the lawmakers read the bill a third time before its eventual passage.

Titled ‘A Bill for a Law to amend the appropriation Law, 2023 and to authorise the re-ordering of N761,218,455,055 from the consolidated Revenue Fund for Recurrent Expenditure, and N1,006,795,700,230 from Development Fund for Capital Expenditure’, it was unanimously approved by the lawmakers through a voice note.

The Deputy Speaker, thereafter, directed the Clerk of the House, Olalekan Onafeko, to forward a copy of the approval to the appropriate quarters.

An Ondo State High Court has awarded N200,000 cost against Deputy Governor of Ondo State, Lucky Aiyedatiwa, over absence of his counsel in court.

Aiyedatiwa had filed a motion asking the court to restrain the state Chief Judge and the House of Assembly from proceeding with his impeachment, pending the hearing and determination of the appeal he filed against the judgment delivered by the court on October 10, 2023 dismissing his case.

His counsel was not represented in court to argue the motion.

Hon. Justice O. Akintan-Osadebay, who awarded the cost, directed Aiyedatiwa to pay N50,000 cost each to the Speaker of the House of Assembly, the House of Assembly, the Clerk to the House and the state Chief Judge, who were sued as the 3rd to 6th respondents in the motion.

Counsel for the House of Assembly, Femi Emodamori, represented by A. S. Subair, informed the court that the motion for injunction was adjourned till today (yesterday) based on the agreement of both parties, but wondered why the counsel for Aiyedatiwa was absent and did not deem it fit to write the court over his absence.

Justice Osadebey adjourned the hearing of the motion till November 7, 2023 and awarded N200,000 cost against Aiyedatiwa for wasting the time of the court and the other parties.

President Bola Tinubu has assured foreign ambassadors in Nigeria that his administration is ready to maintain open lines of communication and cooperation, with a focus on advancing mutually beneficial economic opportunities across sectors.

The President gave the assurance while receiving the Letters of Credence of the Ambassador of Angola to Nigeria, Mr. Jose Bamoquine Zau; the Ambassador of the Kingdom of Belgium to Nigeria, Mr. Pieter Leenknegt; the Ambassador of the Kingdom of Norway to Nigeria, Mr. Sevin Baera, and the Ambassador of the Bolivarian Republic of Venezuela to Nigeria, Mr. Albert Castelar. 

In separate meetings with the Ambassadors, the President emphasized the importance of strong diplomatic relations and expressed his willingness to engage with the foreign missions. 

He told the Ambassadors that the Foreign Ministry and the Office of his Chief of Staff would always be available to interact with the foreign missions and address any matter of concern.

"We will maintain an open-door policy. We are ready to do anything that will make your stay rewarding and our relationship strong. Do not hesitate to bring up any matter with the Foreign Minister or my Chief of Staff; they will bring it to my attention," the President said, while wishing the ambassadors the best in their duty tours.  

During his meeting with the Angolan Ambassador, President Tinubu congratulated President Joao Lourenco of Angola on his re-election and referred to him "as a very good friend."

Receiving the Belgian Ambassador, President Tinubu acknowledged the active participation of Belgian companies in Nigeria's maritime industry and expressed the need to strengthen political and economic cooperation, particularly in the maritime and energy sectors. 

The President also exchanged views with the Ambassador on the potential dredging of Calabar port to make it more viable for revenue generation.

In his discussions with the Norwegian Ambassador, President Tinubu articulated his energy transition vision for Nigeria, stating that the transition from petroleum to gas to hydrogen is a priority for his administration. 

He called on Norway and other EU-member countries to support the economic reform programmes of his administration, particularly in the areas of food security, preservation, and other key agro-allied investments. 

‘‘You are a valuable partner, and we need your support. We have the population in Nigeria, and one out of every five black persons is a Nigerian. We must stimulate our economy. If Nigeria succeeds, Africa succeeds. This government is promoting a lot of reforms, and it is committed to improving the ease of doing business,’’ the President said.   

The Angolan Ambassador expressed gratitude to Nigeria for its role in liberating his country from colonial rule and expressed his commitment to building sustainable partnerships between the two nations. 

“I have four years to stay in the country, and I have the mandate of my President to build bridges between our countries. I am here to work to build a sustainable partnership,’’ he said.

Ambassador Pieter Leenknegt of Belgium discussed the commercial linkages that bind the port of Antwerp with ports in Lagos and Onitsha, while he expressed interest in expanding their presence to the Calabar port. 

He also called for enhanced ministerial engagements between the two countries, noting the interest of Belgian companies in Nigeria’s renewable energy sector. 

Ambassador Baera of Norway congratulated President Tinubu on the recent affirmation of his election by the Supreme Court. 

‘‘The bold steps you have taken on economic reforms since your assumption of office have been well received by Norwegian firms,’’ he said.

Stressing the need to strengthen business partnerships between the two nations, the Ambassador noted that there was great interest of Norwegian firms in Nigeria’s agriculture and energy sectors, highlighting recent investments in Nigeria's growing cocoa and solar panel industry. 

The Ambassador of the Bolivarian Republic of Venezuela to Nigeria called for the establishment of direct flights between Nigeria and Venezuela, even as he expressed his country’s desire to deepen economic partnerships between the two oil-producing nations across multiple sectors, in terms of trade and investment.

President Bola Tinubu has waded into the political and security crisis unfolding in Rivers State.

The relationship between Governor Siminalayi Fubara of Rivers State and his predecessor in office and current Minister of the Federal Capital Territory (FCT), Nyesom Wike, suffered a setback following attempts by a section of the state House of Assembly to impeach the governor.

Blame for the attempted impeachment of Governor Fubara is being placed on Wike, with sources accusing him of being the hidden hand orchestrating the actions of the House of Assembly faction behind the impeachment efforts.

The president used the opportunity of Tuesday’s meeting of the Police Council, which both the governor and the FCT Minister attended as members, to ostensibly end the feud between the two political allies.

Governor of Bauchi state, Bala Mohammed, disclosed the president’s intervention while briefing correspondents on the outcome of the Police Council’s meeting, held at the State House, Abuja.

Despite their feud, Fubara and Wike had earlier exchanged pleasantries inside the Council Chambers venue of the meeting before it commenced.

Muhammed, who is the chairman of the Peoples Democratic Party Governors Forum (PDP-GF) also disclosed that the opposition governors have resolved to work with the president because he has shown good faith by not interfering with gubernatorial cases brought before the courts by PDP members.

The Ekiti State Governor, Biodun Oyebanji, grieved over the death of a 13-year old girl in a building collapse disaster that happened in Igede- Ekiti, headquarters of Irepodun/Ifelodun Local Government Area, today, Tuesday, October 31.

The governor, described the incident as devastating and agonising, calling on occupants of dilapidated buildings across the state to relocate to safeguard their lives.

Oyebanji said this, on Tuesday, during his visit to the site of the building collapse, where a couple, had lost a 13-year old girl, with parents and two other siblings, got trapped and injured in a storey building collapse and now receiving treatments in the hospital.

The governor, represented by his Deputy, Chief (Mrs) Monisade Afuye, also visited Adeyinka Adebayo General Hospital, where some of the victims are receiving medicare to show sympathies and wish them quick recuperation.

Commenting on the incident, Oyebanji revealed that the government will foot the medical bills of the victims, while directing the Ekiti State Emergency Management Agency (EKSEMA) to arrange for another habitable residence for the embattled family.

Oyebanji revealed that he has directed the Commissioner for Health, Dr. Oyebanji Filani to oversee the medical treatments of the victims and ensure that they are given the best to fasttrack their full recovery.

To forestall such occurrence in the state, Oyebanji said the Ministry of Physical and Urban Planning, would begin aggressive enforcement of laws that would dislodge those living in dangerously unhabitable buildings across the state.

Oyebanji said the government has existing laws that govern building habitation, saying this would be stringently executed to halt reoccurence of such sordid and devastating scenario. 

The governor appealed to the victims' family to take the sadness with equanimity, promising that the government shall take all necessary actions to support those receiving treatments to bring them back to their feet sound and safe.

"This is one incident that really saddened my heart. How could we lost precious human life to such an avoidable circumstance? The building must have been giving some signs for long.

" If you check very well, the adjoining buildings are not even safe. The government agents will visit here soon to assess those houses and probably pull them down.

"I sympathise with the family and admirers of the victims. This is indeed a trying time for all of us, but we must learn one or two lessons from this and take actions that would safeguard our lives by being careful with the choice of buildings we will live in.

"We have enough regulations and extant laws that guide building residency in Ekiti and our people should comply while trying to apply these laws; it is for their own benefit, which is to ensure safety and avoidable loss of the precious lives of our people. 

"We want to appeal to our people, especially those still living in residence suspected to be dilapidated to quickly relocate, so that nobody will suffer such calamity again in our dear state". 

One of the children of the landlord, Lanre Olagunju, who received the entourage, disclosed that the incident occured around 2am on Tuesday and confirmed that one casualty was recorded.

Olagunju further revealed that the building didn't give prior notice or suspicion before the sudden collapse, saying other occupants of the other wing of the building had immediately relocated after a close shave with death.

Also speaking, the Chairman of the Council, Chief Babatola Ogundana, disclosed that the council had marked some buildings in Igede Ekiti for demolition, calling on the state government to swing into action and implement this for the safety of the people. 

Ogundana appreciated the governor for his swift response and actions taken to assuage the feelings of the victims, saying these further confirmed that Oyebanji is running a people-centric government. 

Also on the entourage of the governor, was the Permanent Secretary, EKSEMA, Mr. Jide Borode, among other top government functionaries.

In a security and intelligence meeting at the Gbonyin Local Council Development Area, the Executive Chairman, Hon Oluwadamilare, calls on security operatives to enhance the safety of the local community.

The Chairman emphasized the importance of safeguarding lives and properties within the council area, urging security personnel to implement effective policing strategies, especially with the year-end and yuletide season approaching.

Hon Oluwadamilare commended the security personnel for their efforts in maintaining safety over the past two months. However, he expressed dissatisfaction with their inability to secure the release of kidnapping victims from an incident that occurred along the Aisegba/Iluomoba road more than three months ago and bring the culprits to justice.

Former Barcelona striker Gary Lineker has always been an outspoken champion of Messi, to the point that some critics have accused him of bias in his coverage as a presenter for BBC Sport. But his post-World Cup final tribute to the Argentina captain on social media was perfect.

It was impossible not to feel emotional at the sight of Messi lifting the one trophy that had eluded him for so long in Qatar. He had fallen short with Argentina at the final stage in 2014, and had struggled with the burden of huge expectations on the international stage ever since his debut as a long-haired teenager nine years earlier.

But it was Messi who inspired them. He delivered time and time again when the Albiceleste needed something special to find a breakthrough or finish off an opponent, and held the team together in moments of adversity.

It truly was breath-taking to watch him unleash the full scope of his creative talents, and a joy to see him let his guard down to revel in the magnitude of his greatest achievement when it was all over. Messi completed football - and in doing so secured an eighth Ballon d'Or.

Erling Haaland was rightly in the debate for the 2023 award after firing Manchester City to the treble in his debut season at the Etihad Stadium, and his case was helped by the fact that Messi did not enjoy anywhere near the same success at Paris Saint-Germain.

But in reality, there was no comparison between the two men in terms of individual performance. Messi was once again the best player in the world in 2022-23.

Chieftain of New Nigeria People’s Party (NNPP),  Olufemi Ajadi, has said the late founder of Christ Apostolic Church, (CAC), Ibadan, Pastor Michael Olowere, is a man of God, who lived a Christ-like life.

Ajadi, who addressed reporters at the thanksgiving service for Olowere, (Baba Automatic), said he was a genuine man of God.

He said Olowere taught him and others how to worship God, adding although the cleric was dead, his ministry would continue to live on.

“I lived and slept in Pastor Olowere’s church for two years. I kept my clothes under a bench on the church premises, but see who I am today? I have contested for Ogun State governor, and I believe his prayer will manifest and I will occupy the seat,” Ajadi said.

He thanked Oyo State Governor, Seyi Makinde, children, grandchildren and great grandchildren, who contributed to the burial of the founder, who died in July.

Ahead of the November 11 governorship election in Imo State, the state government is in moves to book all the rooms in all hotels in Owerri, the state capital.

The state Commissioner for Tourism, Jerry Egemba, in a memo addressed to all Chief Executive Officers of all the hotels in the Owerri metropolis, stated that the state government would pay for all the rooms in the hotels starting from November 4 to November 11.

The memo, dated November 25, which was sighted by our correspondent in Owerri on Monday, requested all the CEOs of the hotels to forward the details of their hotels and accommodation bills on or before Thursday, October 26 for payment by the state government.

The correspondence was titled, “Request for reservation of all your hotel rooms from November 4 to November 11, 2023.”

It read, “I wish to refer to the above subject and inform you that the Ministry of Tourism intends to rent and occupy all the rooms in your hotel no matter the size and classification from Saturday, November 4 to Saturday, November 11, 2023, at your usual cost per room for full occupation.

“I, therefore, request you to submit to my office before 12 noon, tomorrow, Thursday, 26 October 2023, details of your accommodation bills for all the rooms covering the period for settlement.”

Reacting to the development, the Director of New Media and Publicity of the opposition Peoples Democratic Party in the state, Lancelot Obiaku, said that the state government was afraid of defeat.

“It is very clear that the state government knows that the people of the state have rejected it, otherwise, why are they requesting to occupy all the hotels in Owerri from now till the elections if it is not the fear of the opposition? The PDP will defeat the APC on November 11. It is very clear,” he said.

A Federal High Court in Abuja has ordered the Economic and Financial Crimes Commission (EFCC) and Central Bank of Nigeria (CBN) to release the $9,773,200.00 and £74,000 seized from former Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Andrew Yakubu.

Justice Inyang Ekwo yesterday ordered the EFCC and the CBN to release the money to be deposited in an interest yielding account in the name of the court’s Chief Registrar pending when parties exhaust their right of appeal.

Justice Ekwo held that the order became imperative because the EFCC and the CBN were not truthful about the actual whereabouts of the money.

The money was seized from Yakubu’s Kaduna home on February 3, 2017. The EFCC thereafter charged him with money laundering, and he was arraigned before a Federal High Court in Abuja on March 16, 2017, on a six-count charge.

At the conclusion of the prosecution’s case, Yakubu made a no-case submission and, in a May 16, 2019 ruling, Justice Ahmed Mohammed discharged the defendant on counts 5 and 6.

Justice Mohammed also ordered him to enter his defence for the remaining four counts, a decision he appealed at the Court of Appeal in Abuja.

The Court of Appeal, in its April 24, 2020 judgment, partially allowed the appeal, discharged him on counts one and two, and ordered him to enter his defence for counts three and four.

Former England midfielder Danny Drinkwater has retired from football after becoming frustrated “in limbo”.

Drinkwater, now 33, helped Leicester City win the Premier League in 2016 and joined Chelsea for £35m a year later.

He left Stamford Bridge when his contract expired in June 2022, having made little impact, and has not played since.

“I think I’ve been in limbo for too long,” said Drinkwater, who started his career at Manchester United.

He told the High Performance podcast there had been no opportunities at a level that might tempt him back into action.

“I’ve been wanting to play but not getting the opportunity to play at a standard or a level where I felt valued,” Drinkwater said.

“I’ve never been really obsessed with football, I’ve just loved it. The idea of me dropping down is fine but it’s the idea of not playing to my worth.”

Drinkwater came through the academy at United but signed for Leicester in 2012 before making a senior appearance for Sir Alex Ferguson’s side.

He helped Leicester win promotion to the Premier League in 2014 and was part of Claudio Ranieri’s 2016 title-winning squad.

Following his success under Ranieri, who he called “Grandad”, Drinkwater earned his first of three England caps but was not selected by Roy Hodgson for Euro 2016.

He signed for Chelsea for £35m in 2017 and made 22 appearances in his debut season.

Overall, though, he failed to make a significant impression at the club and had loan spells at Burnley, Aston Villa, Turkish club Kasimpasa and Reading.

Speaking about his time at Chelsea, Drinkwater – who previously said he would be open to a move to Saudi Arabia – said: “As a whole it was garbage, but if you break it down I had some really good times.”

Drinkwater had off-field problems too – a drink-driving ban, being involved in a nightclub altercation and headbutting team-mate Jota while on loan at Villa.

“Anyone who thinks earning a good amount of money will solve all of your problems is not true at all,” Drinkwater said.

“Mental health is more important than physical. It was the darkest I’d ever felt and it was like I was drowning and forgotten how to swim.”

The Nigerian House of Representatives Committee on Public Accounts on Monday gave a 72-hour ultimatum to six Federal Government agencies to appear before it to clear themselves on allegations of fraud as contained in the Auditor General for the Federation’s queries in the year ended December 31, 2019.

The arrest warrant threatened is a result of the absence of the invited agencies as the committee resumed hearing on Monday. 

The following are the agencies invited to appear before the House Panel.

The Rural Electrification Agency, REA. 

The Nigerian Upstream Petroleum Regulatory Commission, NUPRC. 

NIGCOMSAT. 

The Nigerian Export Promotion Council, NEPC.

The Nigeria, Export Processing Zones Authority, NEPZA. 

It was gathered that the members of the Public Accounts Committee gathered in the hearing room for hours, awaiting the arrival of the Chief Executive Officers of the invited agencies. Originally billed for 10 a.m., the event was rescheduled for 1 p.m. in what was a show of respect for the invited agencies by the federal lawmakers. 

After waiting for hours, REA sent a letter to the committee stating that it would not be able to attend the hearing because the Managing Director of the agency, Salihijo Ahmad was out of the country.

REA wants to speak up on five queries including extra-budgetary allocation of N394.3m, a Toyota Hilux vehicle taken away by its former board chairman, payment of N36.6m for an international training without evidence of attendance, extra-budgetary expenditure on advert and publicity amounting to N4.24m and unauthorised transfer from the capital to Eurobond ledger totalling N969.4m.

A document which was cited by the House Journalist shows that the NUPRC was queried for offences relating to a statutory 1 per cent stamp duty of N20m deducted but paid back to contractors/consultants. The agency allegedly failed to deduct one percent Industrial Training Fund from the 2019 payroll amounting to N119 m, among sundry ills.

NIGCOMSAT was to speak on issues relating to non-remittance of deducted taxes amounting to N96m, and store items purchased but not taken on ledger charge (N250m).

The Nigeria Export Promotion Council and the Nigerian Export Processing Zones Authority were similarly queried for sundry financial misdeeds.

Also speaking to the Public Accounts Committee, a member representing Shomolu Federal Constituency, Lagos State, Ademorin Kuye lamented the failure of the agency to appear before the committee, saying they were toying with the opportunity offered them by the panel to clear their names.

According to the Lawmaker, “There is an allegation of N2bn fraud against REA in the 2017 audited report of the Office of the Auditor General for the Federation. They are yet to clear themselves. In the 9th Assembly, they were invited to appear before this Committee, but they kept giving excuses. They never honoured our invitation.

He said: “In the 9th Assembly, NIGCOMSAT was accused of taking a $467m Chinese loan without due process but they never appeared before the Public Accounts Committee to defend themselves. There was also a petition against NEPZA that it was a conduit pipe for siphoning monies. Despite invitations sent to them, they did not appear to tell their side of the story. This is unacceptable. The 10th House of Assembly will not take this.” 

Hon. Ginger Onwusibe, member representing Isiala Ngwa North/South Federal Constituency, Abia, State in his contribution urged the Chairman of the Committee, Bamidele Salam to invoke his powers to issue a warrant of arrest against the heads of the invited agencies.

Sharing the same thought, Tunji Olawuyi (Ekiti/Esin/Irepodun Federal Constituency, Kwara State) argued that if the agencies had any defence whatsoever, they would have appeared before the committee to tender the same. 

Also speaking, Femi Bamisile representing Emure/Gbonyin/Ekiti East Federal Constituency, Ekiti State advised members to stop visiting the agencies being investigated, stating that in no time, the committee will make scapegoat of them if they continue to ignore invitations to appear for questioning.

To this end, Lawmakers unanimously resolved that the agencies should be given another opportunity to appear before the Public Accounts Committee, Billy Osawuru (APC, Edo State) amended the motion urging the Committee to summon the six heads of the agencies within 72 hours.

The agencies are now expected to appear before the Committee on Thursday.

The Federal Executive Council (FEC) on Monday approved an N2,176,791,286,033 supplementary budget to fund urgent national issues including N605 billion for national defence and security. 

The Minister of Budget and Economic Planning, Sen. Abubakar Bagudu, made this known while briefing State House Correspondents at the end of the FEC meeting in Abuja.

”The Council considered a request for supplementary appropriation which is a second for 2023, and graciously approved the sum of N2,176,791,286,033, as supplementary budget and this supplementary budget is to fund urgent issues including N605 billion for national defence and security. 

“This is to sustain the gains made in security and to accelerate and these are funds that are needed by the security agencies before the year runs out. ”

Bagudu also said that FEC approved N300 billion for the repair of the Eko and Third Mainland bridges as well as the construction, rehabilitation and maintenance of many roads nationwide before the return of the rainy season.

Similarly, he said Council approved N200 billion for the provision of seed, agricultural input, supplies and agricultural implements and infrastructure to support the expansion of production”

”Equally the sum of N210 billion is provided for the payment of wage Awards. In negotiation with the Nigeria Labour Congress.

”The Federal Government agreed to pay N35,000 each to about 1.5 million employees of the Federal Government for September, October, November and December.

”And that amounts to about N210 billion which has been approved and also N400 billion as Cash Transfer payments.” 

He recalled that the Federal Government has secured an 800 million dollar loan from the World Bank to pay cash transfers of N25,000 to 15 million households.

He said 800 million dollars is for October and November.

”The President graciously approved that an additional month should be funded by the Federal Government and that is what this N100 billion is for. 

“Equally, N100 billion has been provided for the Federal Capital Territory to support them in urgent and immediate capital expenditure works that can enhance the infrastructure in the city.”

”Also, N18 billion was provided for the Independent National Electoral Commission to support them in conducting the Bayelsa, Kogi and Imo statstatections.”

The minister stated that N5.5 billion was also provided for the funding of the take-off of the Student Loans Board and N8 billion for the take-off grant of new ministries.

”Equally the sum of N200 billion was provided as capital supplementation to deal with urgent requests that have been made to President Bola Tinubu from various parts of the country.”

The gains on foreign investments recorded from Vice President Kashim Shettima’s visit to the United States swelled again, as an American company, John Deere, has resolved to set up a tractor assembly plant in Nigeria. 

Details of the company’s interest to invest in Nigeria’s agricultural sector were made known during a meeting between VP Shettima and top officials of John Deere led by its Vice President on Production Systems, Mr Jason Brantley. 

The meeting facilitated by the Chairman of Flour Mills of Nigeria, Mr John Coumantaros, also had in attendance the Minister of Agriculture, Sen. Abubakar Kyari; the Consul General of Nigeria in New York, Ambassador Lot Egopija, and the Senior Special Assistant to the President on Agribusiness and Productivity, Dr Kingsley Uzoma, among others. 

Speaking during the interaction with the investors, Vice President Shettima said Nigeria is committed to transforming agriculture as a pathway to tackling insecurity and improving the livelihoods of smallholder farmers. 

“Without mechanization, you can never be truly self-sufficient in food production. President Bola Ahmed Tinubu is fully committed to revitalizing the Nigerian agricultural sector. And for us to be self-sufficient in food production, three key elements are essential. First is certified seeds, then mechanization, provision of fertilizer and of course, agricultural extension services,” he noted. 

The VP who spoke on the Special Agro-Industrial Processing Zones (SAPZs) project stated that “it is designed to provide the infrastructure, platform and framework for the private sector to add value to Nigeria’s agricultural produce for the domestic, regional market and for the global community.” 

Assuring the investors that Nigeria is now open for partnership, Sen. Shettima said, “We are open for discussions, for conversations towards fast-tracking the whole process. My principal, President Bola Ahmed Tinubu, is very eager to see that the full potential of the Nigerian agricultural sector is realised. 

“The President declared a food security emergency in August this year fundamentally anchored on the fact that we are exposed to all the volatility in the world. We are vulnerable, we are exposed. This is why we are putting in place the mechanisms towards addressing challenges in the sector and we cannot afford to do otherwise”. 

Earlier, Mr Brantley spoke about the company’s proposed investment in Nigeria, assuring that the project will unlock Nigeria’s agricultural potential by creating an organised approach to tractor-clearing services for smallholder farmers across the country. 

According to the John Deere top executive, the initiative to establish tractor assembly would require zero investment from the government, while credit guarantees will be needed to help make credit available at an affordable rate for interested persons or groups. 

Mr Brantley expressed the company’s readiness to immediately engage relevant authorities in Nigeria, with a view to actualising the objective of establishing the assembly plant.

In a show of solidarity with their colleagues nationwide, the Ekiti state chapter of the Parliamentary Staff Association (PASAN) has embarked on an indefinite strike, following the directive from the national body.

A visit to the Ekiti State House of Assembly revealed that the gates were firmly locked, with PASAN leaders preventing staff members and lawmakers from accessing the Assembly Complex.
Speaking to the media, Mr. Gbenga Oluwajuyigbe, Chairman of PASAN Ekiti state branch, highlighted that the strike was a direct response to the failure of the Federal government to grant financial autonomy to state Houses of Assembly. He and other executive members carried placards with inscriptions such as "Implement Financial Autonomy of the State Assembly Now," "Payment of Conness for Parliamentary Staff," "Domicile Paypoint in State Assembly," and more, emphasizing their determination to continue the indefinite strike until their demands are met.
A lawmaker who arrived at the Assembly, Mr. Tunde Idowu, was denied entry as he was unaware of the strike's commencement.

Meanwhile, the Speaker of the House, Mr. Adeoye Aribasoye, who was on official duty outside the state, communicated with our reporter via phone. He confirmed that the Conference of Speakers had been duly informed about the strike by PASAN and was taking steps to address the situation. A tripartite Committee meeting involving the Federal government, Speakers Conference, and Nigerian governors forum is being arranged to seek solutions and discuss the way forward with PASAN leaders.

Additionally, Mr. Tola Esan, the Clerk of the House, mentioned that the national leadership of the Association had sent them a letter about the strike, urging them to maintain peace while conveying their grievances to the government.

The strike has had a significant impact on activities within and around the Assembly Complex, leading to a noticeable reduction in the presence of people and vehicles in the vicinity.

The EKSIEC in a Press release on Monday signed by the Permanent Secretary,Barrister Modupe Taiwo Akinbolawa and made available to Newshereandthere directed interested candidates to apply for positions of choice through the Electoral Officers in their Local Government Council/Local Council Development Areas.

The statement reads:

“This is to notify the General Public that election of candidates into the posts of Chairmen and Councilors in the 16 Local Government Councils and 22 Local Council Development Areas in Ekiti State has been scheduled to hold on Saturday, 2nd day of December, 2023.

Mr. David Umahi, the Minis­ter of Works, has been urged to ensure the repair of feder­al roads in Ekiti State.

A group, Ayebode Pro­gressive Association (APA), a development organ of Ayebode-Ekiti, in the state, regretted the deplorable state of federal roads in the state, saying that some of the communities have been cut off.

A statement by Mr. Femi Owoeye, the Spokesman, APA, lamented that one of the badly affected commu­nities located was within the Ekiti North Senatorial District of the state.

Owoeye appealed to Uma­hi to provide succour for the, saying that the dilapidated roads had led to avoidable gridlock within the area.

According to him, for over seven weeks, incessant trail­er traffic standstill had con­stituted health and security hazards for the communities located within Ikole and Ek­iti East Local governments

In particular, APA urged the minister to incorporate Ekiti State federal roads in his ongoing inspection tour and mapping of critical fed­eral road infrastructure beg­ging for urgent intervention.

He said: “The minister needs to tour Ekiti State, be­cause he needs to personally see things for himself.”

The group lamented that the network of federal roads, which naturally should have been a blessing to the state and its people, had been a curse, suggesting that suc­cessive federal ministers of works possibly missed the state on their radar.

The appointment of Mr. Shaaka Chira, by President Bola Tinubu, as substantive Auditor-General of the Federation (AGoF) has continued to generate controversy, it was learnt.

 A group, Worried Nigerian Citizens (WNC), has joined in the fray.

 Chira’s confirmation was put on hold by the Senate following petitions alleging as the most junior director of the office, he lacked the basic experience to head such a sensitive position.

WNC, in a petition by its Convener, Moses Idika, urged the President to revisit the appointment in the interest of Civil Service.

 The petition was copied to the Senate President, Godswill Akpabio, the President’s Chief of Staff, Femi Gbajabiamila, House of Representatives Speaker, Tajudeen Abbas, and head of Civil Service Commission.

 WNC wondered why Chira, who ranked 17th among the 17 directors in the AGoF Office, should be made to superintend a sensitive post that has 16 persons who are his superiors.

 The group urged President Tinubu to reconsider the appointment because it does not align with Civil Service rule.

It argued Chira’s appointment could dampen “morale of civil servants who work hard and at the same time make lazy ones feel they can get ahead once they have the influence”.

The petition reads: “The Senate last week put on hold confirmation of Mr. Shaaka Chira as substantive Auditor-General of the Federation.

 “We are aware several directors in the Office of the Auditor General of the Federation were behind the petition that the Senate relied upon to put on hold the confirmation.

 “We are concerned over the disquiet that greeted the appointment. 

“The disquiet stems from the fact that Mr. Chira, the 18th on the line of seniority in the Office of the Auditor-General of the Federation, was appointed to leap and head the 17 other directors who are his seniors.

“It is instructive for the Federal Government to take into cognisance the debilitating effect this appointment may have on the civil service and the morale of officers of the service.

 “The Civil Service thrives on hard work and elevation rooted in promotions and unbroken chain of command.

 “The latest appointment of President Bola Tinubu strikes at the core of the Civil Service in that it has the potential to dampen morale of civil servants who may feel hard work no longer matters if one has “long legs” in the government.

 “We  call on Mr. President to reverse the appointment in line with the Renewed Hope Agenda of the President which we believe is rooted in re-directing the minds of Nigerians to have hope in our institutions, our government and in our laws.   

“The National Assembly must stand on the side of the people by ensuring the President does right in the interest of our national cohesion.’’

“Every Nigerian and every Nigerian civil servant must be made to rely on the ethics of their profession as a precursor for promotions and elevations.

 “The Civil Service Rule must also be abided with as a sustainable growth path for all civil servants, ethnicity, godfatherism and favouritism have no place in civil service and therefore, must never, become part of our civil service. 

 “The Office of the Auditor-General of the Federation is a sensitive position that the President must ensure that the morale of its staff is at pitch-high for efficiency.”

In a significant move to bolster Nigeria's defense capabilities, the Minister of Defence, Mohammed Badaru, and the Chief of Air Staff, Air Marshal Hassan Abubakar, have embarked on a visit to Turkey with the primary objective of expediting the delivery of T-129 ATAK helicopters to the Nigerian Air Force.

The Nigerian Air Force has been anticipating the arrival of these helicopters, with the Director of Public Relations and Information at NAF, Air Commodore Edward Gabkwet, announcing that two of the six units of T-129 ATAK helicopters, procured by the Federal Government from the Turkish Aerospace Industry, are slated for delivery in the coming weeks. The remaining four helicopters are expected to be in Nigeria before the end of the second quarter of 2024.

During their visit, Minister of Defence, Mohammed Badaru, held discussions with his Turkish counterpart, Lt. Gen. Yasar Guler (retd.), focusing on critical bilateral relations and defense cooperation between the two countries.

The Turkish defence minister pledged full support to Nigeria, promising to provide the necessary backing from the Turkish military and defense companies to expedite the fight against terrorism and other criminal challenges in Nigeria.

Badaru and Abubakar also visited selected Turkish companies, including Turkish Aerospace Industries, MKE, Aselsan, and Roketsan, with an eye on collaboration. These firms are renowned globally for their production of quality defense and military equipment. The Minister of Defence advocated for increased synergy between these companies and Nigeria, emphasizing the transfer of defense technology to Nigeria.

In addition to enhancing air defense capabilities, Nigeria's naval power is set to receive a boost with the forthcoming arrival of naval vessels. The Nigerian Navy had previously contracted Dearsan Shipyard, Turkey, for the construction of two units of 76m HE OPV. The keel ceremony for these vessels took place on September 16, 2022, signifying the commencement of their construction. The recent launching ceremony was conducted on October 26, 2023, at the Dearsan Shipyard, Tuzla, Istanbul, Turkey.

The installation of the vessel is expected to be completed between January and May 2024, with plans for harbor acceptance tests in July and August 2024. The delivery of the ship is anticipated in August or September 2024. Furthermore, the second 76m HE OPVP 204 is expected to have its launching ceremony in February 2024 at the Dearsan Shipyard, Turkey.

Vice Admiral Emmanuel Ogalla, Chief of the Naval Staff, expressed the significance of these naval vessels, emphasizing that they would complement efforts to combat oil theft and other maritime challenges.

Ekiti State Governor, Mr Biodun Oyebanji, has approved the disbursement of N136.26m as a car loan to 368 civil servants in the state.

The Commissioner for Finance, Mr Akin Oyebode, said amounts ranging from N80,000 to N1.5 million would be disbursed to the beneficiaries of the loan scheme depending on their grade levels.

Oyebode said that the governor also approved the injection of N200m to recapitalise the loan scheme.

The commissioner, in a statement in Ado Ekiti, on Sunday, reiterated the commitment of the Oyebanji administration to workers’ welfare.

He said, “The governor, in addition, approved payment of N174.39m outstanding deductions from salaries to cooperative societies, Federal Mortgage Bank and others.”

Highlighting details of the disbursement of the car loan, Oyebode said, “Twenty-two benefiting officers on grade levels 02-06 would get N80,000 each while 180 beneficiaries on Grade Levels 07-10 would receive N250,000 each.

 “One hundred and fifty workers on Grade Levels 12-14 would be given N500,000 each; 13 personnel on Grade Levels 15-17 would get N750,000 each and the three beneficiaries on consolidated salary would take home N1.5m each.”

While noting that the government in December 2022 disbursed N130.7m car loans, the commissioner said the Oyebanji administration would continue to prioritise workers’ welfare.

The Governor of Bayelsa State, Douye Diri, has advised traditional rulers in the state to stay out of partisan politics.

He said they were free to host and pray for any politician but they should not take sides.

Diri spoke at the palace of the Ibedaowei (traditional ruler) of Kolokuma Kingdom, King Mozi Agara, in Kaiama, headquarters of the Kolokuma/Opokuma Local Government Area as he rounded off his re-election campaign in constituency 1 of the area ahead of the November 11 governorship poll.

Recall that the state government had on October 18, 2023, announced the suspension of the traditional ruler of the Opokuma kingdom, King Boutua Aranka, “due to a reported case of falsehood and a misrepresentation of the chieftaincy laws of the state.”

The government also constituted a seven-member panel to investigate the allegations brought against the monarch.

At the weekend event, Diri was conferred with the chieftaincy title of “Olotu Kpekpe 1” (the one and only champion) while his deputy, Lawrence Ewhrudjakpo, was conferred with the title “Kuro Okpo 1” (Strong one) of Kolokuma/Opokuma.

Diri, a son of the local government area, thanked the royal fathers for the honour bestowed on him and his deputy and assured them that they would be worthy ambassadors of the kingdom.

He said, “We are not in Kolokuma/Opokuma to campaign. We came to greet our people and spend time with them.

“We thank you for your support over the years and we promise not to let you down. We are also confident that you will continue to support us.

“For our traditional rulers, I have been saying that the traditional institution must not be involved in politics. You can receive and pray for anybody but you should not go beyond that. Traditional rulers should not be partisan.”

The governor also spoke at rallies in Odi, Kaiama and his community, Sampou, where he inaugurated the Government Technical College and completed internal roads

The Lagos State Government will today (Monday) begin the removal of perimeter fences within two metres of drainage channels on the Norman Williams, Awolowo and Ribadu roads in the Ikoyi area of the state.

The state’s Ministry of Environment and Water Resources, in a statement on Sunday, said the exercise comes after the expiration of the grace period given to the property owners in the affected areas.

According to the statement, the Commissioner for Environment and Water Resources, Tokunbo Wahab, was at Norman Williams Street on Sunday to see the level of compliance.

“It is discouraging to see that just a few homeowners have complied while a larger percentage have not made any move regarding the matter,” Wahab was quoted to have said during the visit.

Effah-Attoe, a member of the PDP National Working Committee, according to the family, died on Sunday after a brief illness.

PDP in a statement by its National Publicity Secretary, Debo Ologunagba, on Sunday, described Effah-Attoe’s death as a huge blow to the nation.

The statement read in part “Prof. Effah-Attoe was very brilliant, towering and magnificent in all spheres, but yet lived an exceptionally humble, pleasant, sociable, gracious, compassionate and loving life. She touched lives in many positive ways and made pivotal contributions towards the growth and development of our Nation.

“She was a dedicated teacher, politician, author, and fearless mobilizer who always stood for the truth; fought for justice, equity, and fairness and gave her energy, passion, and resources in the pursuit of the rights of women in Nigeria.

“Over the years, as Commissioner for Education and later Commissioner for Information and Culture in Cross River State, member of the Cross River State House of Assembly, member of Governing Board of several Cross River State and Federal Government Agencies and Programmes; a University Professor and one of the most decorated scholars in Nigeria, she distinguished herself as an amazon with extraordinary intellectual capacity for leadership and national service.

“As the National Woman Leader of our great Party, she brought an uncommon intellectual aptitude into Party administration, especially in mobilizing women for greater participation in politics and governance.

“The PDP will always remember her tireless contributions alongside other PDP leaders in the effort to rebrand and strengthen our great Party in the build-up to the 2023 general elections in line with the mission to rescue, rebuild, and redirect our nation from misrule.”
