EFCC goes after church for receiving N7bn fraud proceeds.



The Chairman of the Economic and Financial Crimes Commission, Ola Olukoyede, has revealed that the anti-graft agency traced the sum of N7bn, suspected to be proceeds of money laundering, to a religious organisation.

He said another religious group was found to be laundering money for terrorists.

The EFCC chairman made the revelation on Wednesday at the Musa Yar’Adua Centre, Abuja, during a one-day dialogue on “Youth, Religion, and the Fight against Corruption.”

He said some of the religious organisations, institutions, sects, and bodies in the country had been found to be aiding and abetting fraudsters and terrorists.

Olukoyede stated that the EFCC discovered the laundered N7bn in the bank account of a religious organisation in the course of investigating a N13bn fraud.

Though he did not reveal the identity of the religious organisation, a source in the anti-agency privy to the case told our correspodent that it was a church.

The EFCC chairman vowed that the anti-graft agency would recover the money through the court.

Olukoyede said, “We were investigating a N13bn money laundering case when we discovered that N7bn of the N13bn was linked to a religious organisation’s bank account.

“When we approached the religious organisation about it and we were carrying out our investigation, we got a restraining order stopping us from carrying out our investigation.”

Olukoyede, however, said the EFCC would not give up on the investigation as the restraining court order had been appealed.

Meanwhile, the EFCC chairman said the anti-graft agency also uncovered another unnamed religious body laundering money for a terrorist organisation.

“No one will be spared, we’ll probe everyone who is suspected to be committing financial crimes, and these includes members of the executive, legislative, and judiciary arms of government,” Olukoyede added.

He said since his assumption of office as the EFCC chairman about three months ago, the anti-graft agency had secured 747 convictions, mostly cybercrime.

He said the one–day event, tagged “Youth, Religion and the Fight Against Corruption,” was aimed at addressing the challenges of youth involvement in cybercrimes and how religion could be used as a weapon for their reorientation.

Vice President Kashim Shettima, who represented President Bola Tinubu at the event, spoke extensively about the need to curb corruption in government and among the young people.

Other dignitaries present at the dialogue were the Attorney General of the Federation, Lateef Fagbemi (SAN), a former Minister of Power, Babatunde Fashola, the Ooni of Ife, Oba Enitan Ogunwusi, the Sultan of Sokoto, Sa’ad Abubakar, the President, Christian Association of Nigeria,Archbishop Daniel Okoh, the Chairperson, Nigeria Committee of Vice Chancellors, Prof. Lilian Salami, and the Registrar of JAMB, Prof. Ishaq Oloyede.

President Bola Tinubu has ordered the Attorney-General of the Federation, Lateef Fagbemi (SAN), Minister of State for Petroleum Resources, Heineken Lokpobiri, and other agencies of government to clear all court cases around the $1.3bn deepwater OPL 245 oil block located in southern Niger Delta.


Other agencies that also received the order include the Economic and Financial Crimes Commission, Nigerian Upstream Petroleum Regulatory Commission and Nigerian National Petroleum Company Limited.


Lokpobiri disclosed this in Abuja on Wednesday, as he revealed that parties in the deal were currently negotiating to end the over 28 years crisis and litigations surrounding the prolific oil block in the next one month.


The Malabu OPL 245 deal and subsequent litigation with the Nigerian government is a complex and long-standing saga involving allegations of corruption, fraud, and legal battles.



The oil block in question, OPL 245, is considered one of Nigeria’s most prolific oil blocks. In 1998, Malabu Oil and Gas, a company with links to former Nigerian Minister of Petroleum, Dan Etete, acquired the block for $2m.


In 2001, the Federal Government under former President Olusegun Obasanjo revoked Malabu’s license due to “questionable practices.”


In 2006, Malabu challenged the revocation in court, eventually reaching an out-of-court settlement with the government under former President Umaru Yar’Adua.


In 2011, Shell and Eni, two major oil companies, acquired the block for $1.3bn from Malabu in a deal approved by the Nigerian government.


But since then there have been allegations and litigations, as Transparency International and other anti-corruption groups alleged bribery and corruption in the deal, with funds allegedly funneled to Nigerian government officials.


This resulted in litigations involving Nigeria versus Eni and Shell, as the Nigerian government under former President Muhammadu Buhari pursued legal action against Eni, Shell, and Malabu, alleging corruption in the deal.


Commeting on the issue, Lokpobiri said, “The previous administration initiated most of the cases that we are talking about today, and they took us to court, while we took Eni, Malabu, others to different courts in Europe, Canada, etc, but we didn’t win any of the cases.


“To even shock you, there is one that got us a penalty of over 70 million pounds. How did that happen?”


 He explained that JP Morgan sued the government for trying to dent its image in the saga, adding that the penalty was now binding on Nigeria.


 “So we have been fined over 70 million pounds by the court. Who will pay that? You and I will pay that, or our children will pay, because it is a judgement debt. And in all the ones that we pursue both in Switzerland and other locations, we have no evidence to get conviction.


“And so it makes sense for this government to come and say that for 28 years, this block has been idle. This block is a prolific block that will add so much value to our economy, so let’s see how we can resolve the problem.


“So we are talking to Eni and Shell, and saying let’s sit down and see how we can resolve all the problems. We have taken you to court on multiple occasions, you have also taken us to court, but let’s see how we can resolve these problems,” the minister stated.


He noted that at the last meeting, “we said parties should go on with negotiations and within one month we convene and see how we will be able to sort out all the issues so that the investment can continue.”


Asked to state the parties of the Federal Government interfacing with Eni and Shell, he replied, “The Attorney-General of the Federation is the one leading the delegation. We have the NUPRC, EFCC, NNPC, and the Minister of State for Petroleum.


“So we are very transparent about this process. We have the full government in resolving this matter. Everything is being done transparently. This process has nothing to benefit the President as an individual.


“But as President and Commander-in-Chief, his interest is the welfare of Nigerians and to attract requisite investments to the sector so that Nigerians can benefit from this God-given natural resources.


“And this block has been embroiled in one form of litigation or the other for 28 years. It doesn’t make any sense for us to continue dragging the case, because again, the world is moving towards the abandonment of fossil fuels.”


Lokpobiri stated that if Nigeria fails to get the investments in the block now, the country would never be able to attract capital to invest, because it would require billions of dollars.


The block had witnessed international cases as investigations and legal cases were also opened in the United States, United Kingdom, Italy, and Netherlands.


On the outcomes, it was reported that in 2018, the US Department of Justice closed its investigation without charges. In 2020, the US Securities and Exchange Commission closed its investigation without finding evidence of wrongdoing.


In 2021, the Italian court acquitted Eni, Shell, and all defendants of corruption charges. In 2022, Nigeria dropped its $1.1bn suit against Eni and lost its $1.7bn claim against JP Morgan terkait with the deal.


In 2023, the former Attorney-General, Abubakar Malami, advised Buhari to terminate further litigation due to low chances of success and potential economic benefits of developing the block.


The Malabu OPL 245 deal remains controversial, with lingering questions about corruption and the legality of the transactions. The Nigerian government is considering ending further litigation and potentially allowing development of the block to proceed.

Oyo State Governor, Seyi Makinde, on Wednesday, signed into law Executive Order 001, 2024 on the handling and storage of harmful substances in the state.

In a section of the order, the governor gave 72 hours ultimatum to anyone in the state in possession of any kind of explosives to declare them.

The new law came about two weeks after an explosion rocked the state capital, Ibadan, on January 16, killing five persons, and injuring 77 others with 58 houses destroyed in the Adeyi area of Old Bodija, Ibadan.

While the Federal Government has launched a probe into the incident, Makinde had said preliminary investigation linked the explosion to some explosives illegally stored in the residential area by some miners.

 “Failure to comply with the provisions of this Executive Order, including the doing of any act with respect to, or omission to take proper precautions against any probable danger from any explosive in possession of any person, shall constitute an offence and shall be punishable under Chapter 38 of the Criminal Code Law, Laws of Oyo State of Nigeria, 2000 and any other applicable Laws of the Federal Republic of Nigeria,” Makinde declared.

At a brief signing ceremony at the Governor’s Office, Agodi, Ibadan, on Wednesday, Makinde said the signing of the Executive Order became imperative in the light of the January 16 incident.

According to him, the law is on the safe handling and storage of harmful substances in the state.

He expressed optimism that the new law would prevent a recurrence of the January 16 explosion in the state.

In the Executive Order, obtained by The PUNCH, the governor stated that it had become necessary to strengthen the existing regulatory framework connected with the handling of harmful substances “to ensure comprehensive risk mitigation and proactive prevention of accidents, misuse, or any other illegal or criminal activity involving harmful articles or substances.”

He declared, “Pursuant to Sections 5(2) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), and all other laws and enabling powers in that regard I, Engr. Oluseyi Abiodun Makinde (FNSE), the Executive Governor of Oyo State of Nigeria, hereby makes the following order:

 “All individuals resident in, and companies operating within Oyo State, in possession of (directly, indirectly or constructively by virtue of company directorship) harmful articles or substances of any kind (i.e., that can be detonated by pressure, heat, impact trigger, fuse, proximity, timing-device, remote control or howsoever), irrespective of quantity or purpose, or hazard characteristics, are hereby mandated to immediately notify the Special Adviser to the Governor of Oyo State on Security of such possession.

 “Notification in paragraph 1 above, in respect of such substances already in possession as at the effective date of this order, shall be made within 72 hours of the effective date of this order, and subsequently, not later than 24 hours upon coming in possession of any such substances; and must include a comprehensive inventory detailing: the type, quantity, and precise location of all such substances possessed; the purpose of possession and any relevant licences or permits held; and security measures currently in place for storage and handling.”

Makinde further ordered: “Upon receiving notification, the Special Adviser to the Governor on Security, in collaboration with the relevant security agencies, particularly the Nigerian Army Bomb Disposal Squad through the Office of the Garrison Commander, Ibadan, the Department of State Services, and the Nigeria Police Force Explosive Ordinance Disposal Technicians, shall expeditiously assess the risk posed by each reported case of such harmful substances’ possession.

 “Cases deemed high-risk due to quantity, type, or storage conditions shall be prioritised for immediate evacuation and secure storage in the Magazines of the Nigerian Army or in any other safe location as determined by the BDS and/or the EOD,” adding, “All cases deemed high-risk shall be immediately isolated, disarmed and where necessary disposed of by the BDS and the EOD.

 “For the avoidance of doubt, high-risk shall include cases of exceeding designated safe quantities; storage in unapproved or unsafe locations; where applicable possession is without or with fake End User Certificate issued by the Office of the National Security Adviser/without or with fake license/permit from the Federal Ministry of Mines and Steel Development; or lacking proper security measures or raising concerns about potential misuse.”

He stressed that evacuation and storage shall be conducted by trained personnel of BDS and/or EOD and transported to designated state-approved facilities equipped with appropriate safety and security measures.

 “Any company operating within Oyo State, manufacturing, storing, in possession of, distributing, purchasing, selling, transporting or howsoever dealing in, or using harmful articles or substances (with the characteristics listed in paragraph 1(1) above) for their operations shall file their Disaster Management and Mitigation Plans on the storage, transportation and handling such articles or substances together with photocopy of the End User Certificate and licence/permit from FMMSD for every consignment or supply received by such companies to the Office the Special Adviser to the Governor of Oyo State on Security not later than the fifth (5th) day of every month,” the governor added.

On the cost of logistics, Makinde ordered that “The cost of logistics related to the evacuation and storage of harmful articles or substances, including transportation, manpower, and any use of specialised equipment, shall be borne by the individual or company in possession of such harmful articles or substances.

 “Where the state government, due to urgency or high-risk situations, incurs the initial cost of logistics, the affected individual or company shall be required to reimburse the state in full within seven days of movement of such harmful articles or substances.

 “The Special Adviser on Security to the Governor, in collaboration with the Nigerian Army, Nigeria Police Force, the Department of State Services, the Nigeria Security and Civil Defence Corps and any other relevant security agencies, is authorised to take all necessary measures to ensure compliance with and enforce the provisions of this Order, including arrests, conducting inspections, and seizing non-compliant harmful articles or substances.”

According to the governor, the Executive Order takes effect immediately.

The governor proceeded to the ground zero of the blast after signing the Order.

While speaking with newsmen, Makinde said, “I just signed an Executive Order on the handling and storage of harmful substances. If you are caught in the state not following the law, the law will take its full course. There is zero tolerance on handling of harmful substances.”

To effectively combat pervasive insecurity, a fundamental restructuring is not just desirable but imperative.

Former NBA President, Chief Wole Olanipekun SAN, boldly declares the current constitution as "fake," emphasizing the need for a humane and adaptable legal foundation. However, the challenge lies not only in legal realms but extends to a broader spectrum, necessitating a comprehensive restructuring approach that goes beyond just security concerns.

The urgency for a decentralized security approach becomes evident in the face of our current escalating security challenges. Empowering individual states with autonomy to tailor security measures according to their unique challenges not only promotes proactive solutions to local issues but also instills a sense of cohesion among regional leaders.

Chief Olanipekun's assertion sheds light on a pervasive issue – the current constitution's inadequacy. The plea for constitutional overhaul is not a mere call for amendments but a demand for a system that resonates with the nation's diversity and addresses its dynamic challenges.

To break free from the current cycle of blame and ineffectiveness, embracing a flexible and decentralized approach becomes paramount. This approach could unearth innovative solutions and mobilize collective efforts toward a more secure and prosperous future. Restructuring offers an opportunity to redefine our nation's trajectory, moving away from the constraints of an outdated constitution towards a more adaptive and responsive governance model.

The Public Accounts Committee of the House of Representatives, on Wednesday, directed the Federal Fire Service to refund the sum of N1.48bn within a week to the Federation Account, being the intervention funds it received for the COVID-19 health epidemic but which it cannot account for.

The Bamidele Salam-led committee issued the directive on Wednesday following the failure of the service to appear at the investigative hearing for the third time.

Deputy Chairman of the committee, Jeremiah Umar, moved a motion for the refund of the amount noting that “So many other agencies have appeared before this committee, and the investigation is ongoing. I don’t see any reason why (sic) the fire service will ignore a committee like this.”

Umar added that since the service could not appear before the lawmakers to clear the controversies surrounding its COVID-19 expenditure, the right thing to do is to refund the sum of N1.48bn it collected in 2020.

This came just as the committee issued fresh invitations to some other defaulting Ministries Departments and Agencies of the Federal Government to appear and explain various queries standing against them from the office of the Auditor General of the Federation on the billions of naira allocated as COVID-19 an intervention funds.

Those invited are the Federal Ministry of Agriculture and Food Security -N50. 5 bn, Office of the Accountant General of the Federation- N33 bn, Federal Ministry of Women Affairs, through the National Centre for Women Development-N625 million, National Centre for Disease Control-N25 bn, and the Federal Ministry of Health- N10bn.

In his remark, Salam lamented that the Federal Fire Service had snubbed the Committee’s summons thrice while the other affected MDAs did the same twice each, saying that the latter group had been given one week to appear, or face sanctions.

He said, “A public officer who fails to respond to the Auditor-General’s query satisfactorily within 21 days for failure to collect government revenue due shall be surcharged and be transferred to another schedule. Where an officer fails to give a satisfactory reply to an audit query within seven days for his failure to account for government revenue, such officer shall be surcharged for the full amount involved and such officers handed over to either the Economic and Financial Crimes Commission or the Independent Corrupt Practices and Other Related Offences Commission.

“This Committee has a lot of assignments before it. The COVID-19 probe is just one; we have to move to other assignments,” he added.

The Nigeria Customs Service generated a total sum of N3.21 trn in the year 2023, Comptroller General of the Service, Bashir Adeniyi told members of the House of Representatives Committee on Customs and Excise on Wednesday.

Adeniyi who appeared before the committee accompanied by top officials of the NCS told the lawmakers that though the service targeted the sum of N3.67trn in the outgone year, it was only able to generate N3.21trn owing to a combination of factors.

This is even as he stated that all things being equal, men and officers of the NCS will work diligently to generate N5.08trn for the nation in 2024.

He said, “In 2023, the revenue target for the service was N3.67tran and remarkably, the service collected a total revenue of N3.21trn from January to December 2023.

“When we compare what we collected in 2023 to what was projected as our targets, there was a negative variance of N462.9 bn, which represents 12.62 per cent of what was approved as revenue targets.

“Though we didn’t achieve what we projected, but we want to say with all sense of modesty that we did our best. And when we consider all factors, we will appreciate the fact that we at NCS did the best we could.

My Adeniyi listed import of goods under the common external tariff, import duty exemption certificate, uncertainties and anxieties as some of the factors that contributed to the inability of the service to meet its revenue target for 2023.

“One of the factors was the huge import of goods under Chapter 99 of the common external tariff, which resulted in a revenue loss of over N2trn. When we compare this to the total revenue that we had, that was a whopping 63.35 per cent of our total revenue collection.

“Also, revenue due to import duty exemption certificates and other statutory provisions for the year (2023) was also in the region of N1.8 trn which was about 58.52 per cent of the total revenue generated. Cargo throughput dropped from 17.2 per cent to 15 2 per cent during the year,” he added.

“For 2024 fiscal year, this target stands at 5.079 trillion and this consists of 3.423 trn in federation accounts, N554.35 bn for non-federation accounts, and N1.101 trn for import Value Added Tax,” he added, noting that “When we compare what was targeted in 2023 and 2024, this year’s target is higher by N1.41 trn or approximately 27.75 per cent over the 2023 budget.

That said, the NCS boss identified some key assumptions he said would assist the service in meeting its financial targets for 2024, saying, “We are hoping that the 2024 fiscal policy measure would be rolled out in good time so that it would help the implementation. The second is tied to the issue of national single window. The project which has lingered on for quite some time is now being pursued very vigorously for better process ammonisation and standardisation. The inauguration of the steering committee has been approved by Mr President, and I’m very sure in the next few days, the steering committee will be inaugurated.

“The third driver is the introduction of the Vehicle Registration System and the Vehicle Identification Number valuation application, which has a huge potential for reducing undervaluation and vehicle tax evasion, thereby improving our revenue collection.”

Adeniyi also told the committee that NCS proposed a budget expenditure of N706.43bn in the 2024 fiscal year.

This sum, he noted would be sourced from multiple avenues, saying “We hope to start the implementation of drawing from the 4 per cent Free On Board in 2024 and from this source, we expect an inflow of N623.83 bn. From a 2% VAT share for NCS, we project N22.02 bn. The last is funds that we are rolling over from ongoing capital projects, amounting to a total of N60.58 bn. This will give us a total of N706.43bn.”

Earlier, the Chairman of the Committee, Leke Abejide pledged the readiness of the lawmakers to help reposition the NCS in its task of realizing its revenue target for the nation.

He charged the NCS boss to prioritise e-customs and the integration of Artificial Intelligence in manning the nation’s border stations.

President Bola Tinubu has called on the Economic and Financial Crimes Commission to keep its flames burning against the scourge of internet crimes and other acts of corruption.

He gave the charge through Vice President Kashim Shettima, in Abuja on Wednesday, at a one-day public engagement on youth, religion and the fight against corruption and the launch of the Fraud Risk Assessment Project for Ministries, Departments and Agencies, organised by the EFCC.

He noted that the disturbing contagion of cybercrimes has been a challenge and slur on the image of the nation and the EFCC should spare no effort in tackling it more frontally.

He said, “Our country is not a nation of fraudsters and the pejorative reference to internet crimes as the ‘Nigerian scam’ across the world is unfair, untenable and unacceptable. Cybercrimes are a global phenomenon. Today’s world is run in real-time on the internet.

“Governance, businesses, institutions and even individual domestic affairs are dependent on the Internet. Cybercriminals are, therefore, a threat to the rest of the world. This is why no effort or expense should be spared in confronting the evil. I want to assure the EFCC that the government will continue to offer its support in its quest to kill the dragon that internet offences have become”, he added.

Speaking on behalf of the President, Shettima further expressed the federal government’s determination to give corruption hard tackles.

He noted, “We cannot be focused on growth and development and at the same time offer any breathing space to corrupt practices. No nation grows without breaking the fangs of corruption. The EFCC has been duly instructed to do its job at all times without any extraneous considerations. The Renewed Hope agenda of our government is impervious to corruption. We should all join hands together to move Nigeria in a new direction of purpose.

“We are aware of all the foul cries and unwarranted accusations against the lawful efforts of the Commission to bring fraudsters to book. We cannot fold our hands and watch our youths descend into morbid criminalities”.

In his remark, the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi urged the EFCC to intensify its preventive method which according to him is cheaper and easier to prevent crimes.

Fagbemi said, “I believe that concerted efforts should be channelled towards the preventive aspect of the commission’s mandate as it is cheaper and easier to prevent crimes. The Commission’s mandate is beyond the investigation and prosecution of financial crimes which it has over the years pursued vigorously. The cost of investigating and prosecuting all species of financial crimes will significantly reduce with adequate preventive measures in place.”

The event, which was marked with the relaunch and unveiling of EFCC’s Interfaith Manuals and Fraud Risk Assessment Project for MDAs, and was well-attended by various political, religious, traditional leaders, including youth groups, academia, civil society organisations, anti-corruption agencies, among others.

Minister of State for Youth Development, Hon. Ayodele Olawande had an engagement visit to the Medium Correctional Centre, Kuje, to engage with inmates. The visit, according to the Minister, was instigated by the realisation that almost 90% of inmates are youth, a situation that makes the youth ministry a very important partner in order to enable better livelihood for inmates at various correctional centers across the country. 



The Minister assured the inmates of the intention of the Ministries of Youth Development and Interior to collaborate in the delivery of training for inmates, in both vocational and digital skills, as a means of assisting them to settle back into the society. He also noted that a wide range of sensitization programs will be initiated to give the public a better narrative and view of inmates and ex-convicts in the country.

The Association of Market Women in Irepodun/Ifelodun Local Government Area of Ekiti State has turned to divine intervention in response to the escalating insecurity in the state, particularly the surge in kidnapping incidents.



Organized by the association's leadership, a prayer session was conducted at the Irepodun/Ifelodun Council Secretariat in Igede Ekiti.



Prayers were fervently offered for the protection of leaders at both state and federal levels, the safe rescue of kidnapped victims, and an end to the activities of kidnappers and murderers in the state and the nation as a whole.



In separate interviews, Chief (Mrs) Aduke Seriki, Chairman of the Association of Market Women in Irepodun/Ifelodun, and Chief (Mrs) Adunola Aladetoyinbo, the Secretary, called on the administration of Mr. Biodun Abayomi Oyebanji to intensify efforts in ensuring the adequate security of lives and properties.


They emphasized the need for security agencies in the state to be more vigilant in their responsibility of protecting the residents of Ekiti, thereby fostering a peaceful environment.

Chief Mrs Seriki and Aladetoyinbo commended Governor Oyebanji's commitment to the overall welfare of the state, citing prompt payment of salaries and ongoing developmental projects.

Prayers were offered for Governor Oyebanji to sustain the prompt payment of salaries, pensions, gratuity and to embark on more infrastructural development projects. The leadership also prayed for President Bola Ahmed Tinubu and all governors in the country to make decisions that would bring progress to Nigeria.

Commending the Iyalojas, Iyalajes, and Iyalodes for supporting the current administration, they appealed for its continuity. The leaders urged citizens to fulfill their tax obligations to enable the government to meet public needs and government objectives.

Traditional rulers in Ekiti State under the aegis of Ekiti State Council of Traditional Rulers, have called on the Federal Government to deploy more security personnel to Ekiti in order to beef up security in the state.



The traditional rulers who stated that the state is under-policed also demanded that the State Government should empower them with adequate resources to police and secure their respective domains to compliment the efforts of the security agencies.



They also all traditional rulers to take necessary measures to ensure all forets currently occupied by bandits and kidnappers are flushed out immediately and that no bushes and forests should be occupied by anybody.




These were part of the decisions reached by the monarchs in a meeting with Ekiti State Governor, Mr Biodun Oyebanji at the State Traditional Council Chamber, Ado-Ekiti on Wednesday.

The meeting which was at the instance of the Governor to review security situation in the state and get the input of the obas, was attended by heads of security agencies and the Commander of Amotekun Corps in the State.

Governor Oyebanji in his remarks at the opening session of the meeting which was held behind closed doors, conveyed the condolence message of the President, Asiwaju Bola Ahmed Tinubu to the traditional rulers, who lost two of their colleagues –The Onimojo of Imojo Ekiti, Oba Olatunde Samuel Olusola and the Elesun of Esun Ekiti, Oba David Babatunde Ogunsakin in Monday attack by some gunmen.

The Governor told the monarchs that investigations into the killings of their colleagues had begun, urged them to cooperate with the security agencies in the course of the investigations. He also told them to come up with an implementable road map for securing their localities, in line with government’s plan to get the local institution play some roles in safety and security of the environment.

“I know that this is a very sad moment for all of us, on behalf of the government of Ekiti state and the President of the Federation, I extend my condolences to all traditional rulers, Mr President asked me to personally expressed his condolences to all of us and he has given me his message for our royal fathers, he said, I should tell you that we are in this together. He said I should make a commitment that those behind this will be fished out as soon as possible. And he said I should also tell you that the children that were abducted, by the special grace of God will be back home unhurt.”

The Governor also stressed the need for collaboration among members of the various communities with the security agencies in the state to achieve the well desired security of lives and properties in the state. He also commended the unity among royal fathers even before the creation of the state which he said had helped in bringing peace to Ekiti.

He stated that the meeting with the traditional rulers was a way out of the present web of insecurity in the state as he believed the deployment of both formal and native security apparatus would bring out the desired result.

 “We have our own structures too, we should be in collaboration with our hunters, vigilante groups, with the local government, once I have those resolution and roadmap from our royal fathers, we will then agree with the local government chairmen on how to go about it.

 “I covet your support and advice that will help security agencies. Another thing I want to tell our royal fathers is that in an attempt to fish out perpetrators of this sacrilege in this state, a lot of arrests will be made, I will not want our royal fathers to get involved in begging, because, most of the time, when you pick people up, and you want to profile them, they will run to Kabiyesis and they will be pleading on their behalf that he knows nothing about it. I can assure you that if anybody is picked up, he will be profiled, if vindicated, he will be released after investigation. The Governor stated.

Briefing newsmen on the communique reached at the end of the stakeholders’ meeting, the Chairman, Ekiti Council of Traditional Rulers and the Olojudo of Ido Ekiti, Oba Ayorinde Ilori Faboro commiserated with the bereaved families and communities of the late Oba Samuel Olusola Olatunji, the Olumojo of Imojo-Ekiti and Oba David Ogunsakin, the Elesun of Esun-Ekiti and the abducted school children and teachers in Emure-Ekiti same day Monday January 29, 2024.

The traditional rulers also commended Governor Oyebanji for providing quality leadership at this critical time and urged him to remain focused . They also called on patriotic Ekiti indigenes all over the world to generously support their communities to provide local security arrangements to protect lives and property in all communities.

Other decisions reached by the monarchs include the need for native security systems to work together to end all manners of criminality in the state.

The traditional rulers observed one minute silence in respect of the two traditional rulers that were killed before the commencement of the meeting.

Ekiti State Governor, Mr Biodun Oyebanji, has expressed his readiness to rally all security apparatus available to fight and flush out criminal elements who might want to make Ekiti a killing field and a safe haven for blood -sucking criminals.

The State government, according to Oyebanji will also reinvigorate the local security outfits to work in synergy with conventional security networks to break the ranks of those perpetrating heinous crimes in the facets of kidnapping, banditry and killings in the state.

Governor Oyebanji gave these assurances while addressing Ekiti people in a statewide broadcast aired on Tuesday night, in response to Monday’s gruesome murder of two monarchs by armed men along Oke Ako-Irele road and abduction of some primary school pupils in Emure Ekiti. 

During the attack, the two royal fathers, the Elesun of Esun Ekiti, Oba David Babatunde Ogunsakin and the Olumojo of Imojo-Ekiti, Oba Samuel Olatunde Olusola, were brutally murdered by the marauders; while the Alara of Ara (Ikole),Oba Sunday Adebayo O
Fatoba, escaped the murderous attack narrowly.  

Oyebanji said most saddening to him was the fact that he was just emerging from a security council meeting, where strategic and far reaching measures were taken on how to make Ekiti retain its status as the most peaceful and investment- friendly state in the country.

The Governor appealed to the residents not to despair by the horrible trend of events, saying all hands are on the plough to track down the perpetrators of the horrendous acts.

Oyebanji said: "The death of these vibrant, energetic and progressive monarchs is very sad and distressing for me, personally. Before their demise, I enjoyed a very cordial relationship with them in their pursuit of accelerated development for their communities. I have enormous respect for them for their service and commitment to the prosperity of Ekiti at large. May their souls rest in peace.

"Similarly, just same yesterday, we received another disturbing news that some pupils of the Apostolic Faith Nursery and Primary School, Emure-Ekiti and their teachers who were being conveyed home after school, were waylaid and kidnapped between Emure-Ekiti and Eporo. Security agents are currently working hard to rescue them unhurt.

“As your Governor, this new turn of event in our dear State is a very devastating and sad one for me; this is because security has always held a significant priority in our administration and this can be seen in our State being consistently adjudged one of the most peaceful with low crime rate in the entire Federation.

"I have therefore challenged the security agencies with a firm instruction to fish our the soulless murderers who committed this heinous sacrilege on the soil of Ekiti.

"As a follow up to this, Mr President, Asiwaju Bola Ahmed Tinubu was on a long call with me yesterday, to commiserate with the State and to give a firm assurance that everything will be done to ensure such a dastardly act never repeats itself. He is mobilizing security resources to help in bringing the killers to book and in rescuing the abducted children and their teachers.  

"I am very thankful to the President for his solidarity and support at this time. I have also visited the concerned communities and the Chairman of Traditional Council to commiserate and also re-assure them of Government’s strong resolve to confront this ugly trend.

"Ekiti Kete, while these occurrences can be distressing, we should not despair or waver in our steel resolve to work together to fight all violent crimes. As the evil men are unrelenting, we too have to collectively confront their evil enterprise with all the resources in our behest. 

"We must all collaborate to share intelligence and organize community based security arrangement to complement the State’s security apparatus. As part of effort to ensure this does not happen again, we will strengthen our supports for the security agencies by further enhancing their capacity through the provision of high grade equipment. 

"We will also strengthen our community based security organizations and other relevant individuals to fashion out a sustainable and workable system to confront this evil monster once and for all. Be assured of your security, even, as we all should be vigilant and security conscious", the Governor added.

President Bola Tinubu, on Tuesday, January 30, inaugurated the Tripartite National Minimum Wage Committee, tasking the 37-man team to promptly conclude its assignment and bring in its report and recommendations.

President Tinubu, who was represented by Vice President Kashim Shettima, also directed the Bukar Goni Aji-led Committee to ensure their decisions are firmly rooted in social justice and equity.



To guarantee sustainability in all tiers of government, the President said the committee must pay attention to the ability of all parties to pay the new wage, just as he asked the committee members to ensure timely completion of their assignment.

According to the President, the timely conclusion and submission of the report and recommendations of the committee is very important to the take-off of the processes of a new national minimum wage regime.

He, however, informed the committee that he had already instructed the Minister of Finance and Coordinating Minister of the Economy to ensure that the required funding for the assignment is also made available promptly for the team.

“The committee is anticipated to conclude its deliberations promptly and submit its report and recommendations. This timely submission is crucial to initiate the necessary processes for implementing a new National Minimum Wage.

“The Hon. Minister of Finance and Coordinating Minister of the Economy has been instructed to allocate the essential funds and logistics to the Committee, facilitating the timely completion of its assigned task,” he said.

He further stressed that the “government’s decision, following the consideration of your final recommendation, will be presented as an Executive Bill to the National Assembly.

“This bill, enriched by the contributions of state governments and private sector employers, will undergo thorough legislative scrutiny before being passed into law,” he added.

On the need to firm up the basis of their activities in social justice and equity, the President said: “Our objective should be to surpass the basic Social Protection Floor for all Nigerian workers, considering the sustainable payment capacity of each tier of government and other employers or businesses.

“I express this viewpoint because the minimum wage represents the least amount of compensation an employee should receive for their labour, and as such, it should be rooted in social justice and equity. I hope that the results of your deliberations will be consensual and acceptable to all parties involved,” the President told members of the committee.

President Tinubu reaffirmed his administration’s promise to improve the welfare of Nigerian workers and, by extension, the entire nation, saying, “The labour force stands as the cornerstone of the progress of every nation, and ours has been the enduring engine of our pursuit of development.”

Underscoring the significance of the assignment as reflected in the composition of the tripartite committee, the President urged all members to take their new task with all seriousness, even as he directed the committee to employ the principles of full consultation with social partners in all of its deliberations.

Accordingly, he directed that state Governors, Ministers, and the Head of the Civil Service of the Federation, who are members, must personally attend the committee meetings and if they are unavoidably absent, their deputies, commissioners, and Permanent Secretaries should represent them.

“Recognizing the significance of this initiative and to ensure a substantial engagement, I hereby direct that Ministers and the Head of the Civil Service of the Federation should personally attend the meeting. In their unavoidable absence, their Permanent Secretaries should represent them.

“Similarly, Governors are expected to attend in person or be represented by their deputies or commissioners where necessary. I urge you to consider the issue of a National Minimum Wage and all related matters with thoroughness and concern, keeping in mind not only the welfare of our workforce but also the impact on the country’s economy,” Tinubu stated.

Speaking on behalf of his colleagues, the Governor of Niger State, Mohammed Umar Bago, said the states will ensure to be faithful to the report of the committee by finding alternative ways of funding to meet up.

“This shows the willingness of this government to the welfare of the citizens of Nigeria.

“We don’t want to preempt the outcome of this meeting, but you need to understand that the sub-nationals also have challenges and that the federal government, in its own wisdom, has brought the sub-nationals into perspective and this discussion will be done together with the sub-national, so I’m not sure we’re going to foresee any challenge.

“We are looking for alternative ways of funding and we’re assured that with the backward integration in the economy, a lot of us will be able to stand tall to this challenge”, Bago said.

Earlier in his opening remarks, Secretary to Government of the Federation, Sen. George Akume, urged the committee to give its best, noting that the task before it carries the hopes and aspirations of millions of Nigerian workers.

He said the inauguration of the committee to come up with a new national minimum wage is in fulfilment of the promise of the Tinubu administration to embark on a comprehensive review of the minimum wage for the average Nigerian worker.

On his part, the Chairman of the Tripartite Committee, Alhaji Bukar Goni Aji, assured the President that the committee would do justice to the task assigned to it.

“We shall, by God’s grace, carry out extensive consultations with key stakeholders to arrive at a new minimum wage that is fair, practical and implementable,” Aji, a former Head of Service of the Federation, noted.

The President of the Trade Union Congress of Nigeria (TUC), Festus Osifo, said the upcoming minimum wage, from the current process, will stand out, saying the harsh conditions that Nigerians have had to endure will guide them to negotiate the best deal for the workers.

“We’ve had a lot of minimum wage negotiations over the years, but this one will stand out, it will stand out because we have never seen a time like this in Nigeria. So this is a period where people are passing through pains, in fact, the purchasing power of an average Nigerian worker, and indeed the entire Nigerian masses, has been eroded. So we are going to put on our thinking cap we are going to press to get the best for the working people of Nigeria”, he said.

Meanwhile, the Life Vice President of the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA), Mr Humphrey Ngonadi, who is also a member of the committee, has tasked the federal government to find a way to tame the escalating prices of commodities in the market, if the plan upwards review of Nigerian workers would be of any effect.

Ngonadi also suggested that to tame market prices of commodities, the government must first find a way to manage the volatile situation in the foreign exchange market by shoring up the value of the Naira against major foreign currencies, then prices of commodities will be manageable.

“I thank God for this initiative that the government is taking at this particular place, but I’m still being worried. We may remember some time long ago there was a Udoji Award and that was the first time the salaries of workers were increased and immediately after the increment the commodity in the market ran up to meet.

“So while we are talking about minimum wage, I think the government, on its own side, has to think on how to bring down the prices of commodities in the market.

“If a worker is paid N1 million as the minimum wage and a bag of rice is N900,000, the N1 million still has no meaning. So what I think is while we are thinking of minimum wage, to hike the salary of the worker, the government, on its own side, has to think of how that money will have value.

“Having value is if a bag of rice that was N8000 yesterday is now N50,000 and you increase the salary of the workers and the price or price will be N200,000, the salary increase has no value. So I think the government is now going in the right direction, also, while we increase the salary of the workers, let the government work on the prices of commodities to come down.

“If the dollar will step down now, the prices of commodities will step down. My mind is going that way”, he advised.

The 37-man tripartite committee has six Governors, some cabinet Ministers, representatives of the organized labour, and the private sector among its members.

The Governors include Mohammed Bago of Niger State, representing the North Central; Bala Mohammed of Bauchi State, representing the North East; Dikko Radda of Katsina State, representing the North West; Charles Soludo of Anambra State, representing the South East; Ademola Adeleke of Osun State, representing the South-West, and Otu Bassey of Cross River State, representing the South-South.

The Ministers are the Minister of Finance and Coordinating Minister of the Economy, Wale Edun; the Minister of Budget and Economic Planning, Atiku Bagudu; the Head of the Civil Service of the Federation, Dr. (Mrs) Yemi Esan, and the Minister of State for Labour and Employment, Nkeiruka Onyejeocha.

The Edo State Governor, Godwin Obaseki, has ordered the reaccreditation of all operatives of the state’s Security Vigilante Network, numbering about 6,500.

The governor on Monday said it was a renewed effort to strengthen the state’s security architecture to combat crimes and ensure the security of lives and property of residents.

Obaseki gave the order during a security briefing at the Solomon Arase Command and Control Centre in Benin City, the Edo State capital, in the company of all security chiefs in the state.

The governor said, “We are having this security briefing this morning to let the public know the measures that security agencies and the Edo State Government are taking to secure lives and property in Edo State.

“We all are aware of the security challenges in the state this weekend, particularly in Edo North, where in the guise of burial some citizens resulted to arson and assault on security agencies in Oja village.

“The government can’t fold its hands and allow a breakdown of law and order in the state as appropriate actions will be taken and we have resolved to deal with what happened last Saturday. We will not accept a situation where citizens attack members of the security agencies, it’s not acceptable. As a government, we will deal with those involved in the incident.”

On reaccreditation of the vigilante in the state, Obaseki said, “We heard some kidnappers took over a checkpoint and attacked some policemen on patrol, but none lost their lives in the incident, and this has prompted the government to commence a total revamp of the vigilante structure.

“Commencing today, only the vigilante personnel trained in the Nigerian Police Training School under the arrangement with the Edo State Government will be allowed to serve in Edo State. All vigilante groups and persons trained so far, about 6,500 men, are required to report to the Police Staff College where they received training for accreditation. The commander will be issuing instructions on the specific dates for reaccreditation.”

He added, “After the reaccreditation, anybody or group acting as vigilantes without being trained by the Edo State Government will be dealt with like criminals. Come out for the exercise, as we want to re-identify them and put them in our security information system software that we have developed. It will help monitor and track their activities.”

Kebbi State Governor, Nasir Idris, says his administration has within its first eight months in office spent over N9billion in repositioning education.

He disclosed this at the flag-off of the National Campaign on Out-Of-School Children in the Geo-Political Zones in Nigeria held in Birnin Kebbi on Tuesday.

A statement signed by his media aide, Ahmed Idris, and made available to our correspondent said the governor explained that the sum was spent on the construction of classrooms, provision of motorised boreholes and hand-pumps, construction of toilets, provision of furniture, renovation of dilapidated classrooms as well as provision of textbooks and writing materials.

The statement read, “2,000 teachers were trained to improve their pedagogic competence for effective teaching in schools, adding that six mega schools were being constructed to provide access to education by Almajiris and other categories of out-of-school children in the state.

“717 Post-Basic Literacy Centres were established across the state for post-basic literacy programme for the Almajiris that had already undergone basic literacy programme under Better Education Service Delivery for All.

“BESDA programme, Kebbi State recorded tremendous success in terms of enrolling the different categories of out-of-school children into schools through the instrument of non-formal learning centres.

“Not less than 3,945 learning centres were established comprising Almajiri, Girl-Child and Nomads Children and more than 500 learners have been enrolled in a basic literacy programme.

“This has let Kebbi attain an enviable position amongst the 17 BESDA participating states in terms of achievement of rewards.”

In his speech, the Minister of State, Education, Dr Yusuf Tanko-Sununu, urged the Kebbi people to appreciate the new administration by supporting its policies and programmes and rendering good advice that would take the state forward.

He appealed to individuals and groups to key into the national campaign on out-of-school children and other issues related to education “as government alone cannot do it.”

Tanko-Sununu advised the state government to establish a strong foundation by constructing more classrooms and recruiting more teachers to make it easy for the Federal Government to come in and assist.

The minister urged the governor to ensure the recruitment of professional teachers who duly registered with the Teachers Registration Council of Nigeria.

While applauding the governor for increasing allocation to education in the 2024 budget, the minister also advised him to talk to traditional rulers in the state to see how teachers’ respect would be restored.

The Director of Basic Education, Federal Ministry of Education, Dr Falake Olatunji-David, said the programme was the third phase of the several interventions embarked upon by the ministry to ensure a substantial reduction in the number of out-of-school children in Nigeria.

She lamented that a recent study shows that Nigeria accounts for one out of every five out-of-school children in the world and 45 per cent of out-of-school children in the West African sub-region.

The director appealed to spirited individuals in the state to aid the less privileged in the community by adopting the children and youths “who are of school age and supporting the education of such.”

In December 2023, the governor flagged off the construction and upgrade of 120 secondary schools across the state valued at N8.9bn.

Speaking at the ceremony which was held at Bubuche in Arugungu Local Government Area, the governor said the gesture was meant to reposition the education sector in the state.

He explained that the programme, which was under the Adolescent Girls Initiative for Learning and Empowerment in collaboration with the World Bank and Dominat Engineering Limited aimed at promoting the education sector by providing a conducive learning environment for children.

“This flag-off will occasion the constitution of new schools designed to upgrade 120 schools from primary school to junior secondary and junior secondary to senior secondary schools under AGILE,” he said.

The Oyo State Government announced on Tuesday that no fewer than 3,300 households would benefit from its COVID-19 Action Recovery and Economic Stimulus programme for the poor and vulnerable residents of the state.

The state’s Commissioner for Information and Orientation, Dotun Oyelade, disclosed this in a statement made available to newsmen on Tuesday.

According to Oyelade, the vulnerable persons, comprising disadvantaged individuals ranging from the aged, chronically ill, physically challenged, urban poor, and widows, were drawn from the 33 Local Government Areas of the state.

Oyelade said, “It should be recalled that in 2019/2020, a global pandemic called COVID-19 ravaged the world, with a large proportion of citizens, especially the poor and vulnerable households/individuals, facing challenges on multiple fronts such as loss of labor, income, food, and security, etc.

“The sum of N10,000 per month is to be given for a year to the Social Transfer component beneficiaries to aid their consumption and reduce stress. The transfer, which is card-based, will be paid N20,000 bi-monthly.

“The beneficiaries were drawn from all the 33 LGAs in the State from the data mined from the State Operation Coordinating Unit. A cash transfer of N10,000 per month to the beneficiaries in the 3rd phase of the program will commence after the ongoing training of the facilitators.”

He further explained that the OY-CARES program was an emergency operation from the Federal Government, which was adopted by the Oyo government and designed to support budgeted programs of expenditures and interventions at the state level.

He concluded that the programme would target “existing and new vulnerable and poor households in the agricultural value chain, as well as Micro and Small Enterprises affected by the economic crisis caused by the COVID-19 pandemic.”

The Kwara State Governor, AbdulRahman AbdulRazaq, has urged Nigerians to always consider the nation first in whatever they do to strengthen unity and promote peace.

He called on all citizens to have an attitudinal rebirth for the country to move forward, saying the Nigerians’ patriotism level has dropped.

The governor gave the advice when the National Institute of Public Relations President, Dr Ikechukwu Neliaku, led a delegation of the institute to the Government House on a courtesy visit.

“We need to look at our heritage and value system. Our core values are fundamental. In a situation where a mechanic converts the seat of an Okada (motorcycle) to carry an AK-47 you will not report it.

“Our values have dropped. Our responsibility includes supporting the security agencies with useful information and acting intelligently to support the security agencies. Those are parts of the issues we should look at in our values,” the governor was quoted as saying in a statement by his spokesman, Rafiu Ajakaiye, on Tuesday.

The governor said Nigeria’s challenges could be blamed on a lack of patriotism and a poor value system.

“The challenges we have to do with rebirth and attitude. The insecurity we have has a lot to do with rebirth. The foreign exchange issue is connected to this also.

“Rebirth is about citizens’ education on patriotism and loyalty to the national flag, and commitment to its good.

“Nigerians are no more as patriotic as we used to be. We are only patriotic the day the Nigerian National Football team plays; this has to change.

“The rebirth effort will answer these questions. Our loyalty should be to our flag. Once we are patriotic, many issues will be resolved,” he said.

Speaking, the NIPR president commended the administration’s investments in critical infrastructure and projects that can drive rapid economic growth and make the state a hub.

Neliaku said some of the ongoing legacy projects in the state, such as the Innovation Hub and International Conference Centre, are strategic and would place Kwara on the global map.

“We have noted that you are doing some legacy projects. Some people come, they do projects and all that. But when leaders are not conscious of their legacy after they have left offices, their image goes down.

“And because we are managers of image and reputation, we look out for those who are planting seeds of legacies.

“The projects that really caught our fancy are the ICT Innovation Hub and International Conference Centre, among others. This is very, very important.

“You are building an International Conference Centre in Ilorin. For those who do not understand what that means, you are opening up Ilorin for global attention.

“You are building Kwara state as a regional hub. We also notice your fiscal responsibility and prudence in managing governance affairs,” he said.

AbdulRazaq said the choice of his legacy projects was to position Kwara as a hub for the service economy, which attracts investments and creates jobs for the people.

“What we are trying to do here is to build an ecosystem, a hub for conferencing. You have sold the idea of conferences in just a few words.

“But why are we building a conference centre here? People really need to understand that a conference centre and hotels are a catalyst for national development as it births a strong service economy,” the governor said.
